This is a rumor that has popped up regularly almost ever since Neymar left for PSG and you can guarantee it will raise its head several more times in the next few months.
Reporters in Spain are already adding their thoughts on the topic, with claims that Joan Laporta has told Neymar that he can return on two conditions.
The first is that he returns on a free transfer, and the second is that he must prove he can play at the level required by Barcelona in La Liga.
